What can the government do to protect America from another financial catastrophe?

Force all of the white collar criminals to work for minimum wage, call center job. (Instead of letting them free-load in white collar crime jail.) Give companies tax credits and perks for moving jobs BACK TO THE UNITED STATES. Put heavier taxes on those who outsource to foreign companies.
Do I sound socialist?

I am sure there is no one sure solution to stopping another financial catastrophe, but it makes me SICK how careless some of these CEOs and people of LEADERSHIP used OUR MONEY carelessely with no consequence. No wonder people don't want to invest. Here's my money -- just throw it away for me please? No thank you.
